Official titleLaw No. 7582 Amending Certain Laws
With Law No. 7582, the installment period for public receivables has been extended to 72 months, a new wealth amnesty regulation has been launched, and a 20-year tax exemption and Istanbul Finance Center incentives have been introduced for qualified employees and companies relocating to Türkiye from abroad.
Details of the Regulation
Law No. 7582, published in the Official Gazette dated June 4, 2026, provides comprehensive tax reforms and incentives aimed at attracting international capital and a qualified labor force to the Turkish economy. Under the first article of the regulation, the postponement and installment period for public debts within the scope of Law No. 6183 has been increased from a maximum of 36 months to 72 months (6 years); the authority limit for local tax offices to grant unsecured installments has been raised from 50 thousand TL to 1 million TL.
One of the most radical innovations introduced under the Law is that in the event that non-residents abroad who have not had a domicile in Türkiye in the last 3 years move to Türkiye, their earnings and revenues obtained from abroad shall be fully exempt from income tax for 20 years. Furthermore, wages up to 3 to 5 times the gross minimum wage of the personnel within 'Qualified Service Centers' to be established by companies operating in at least 3 countries globally have been exempted from income tax, and a corporate tax reduction between 95% and 100% has been defined for the foreign earnings of these centers.
Finally, a new 'Wealth Amnesty' that can be applied for until July 31, 2027, has been implemented. In this context, taxpayers who report their assets such as money, gold, and foreign currency located abroad or unrecorded domestically will be taxed at rates ranging from 0% to 5% according to their commitment periods to hold these assets in banks in Türkiye, and no tax inspection will be conducted on account of these assets.

REGAS Commentary
This regulation possesses a two-way structure that will satisfy both indebted citizens and global investors. While tradesmen and taxpayers obtain the opportunity to pay their debts by spreading them over 6 years, expatriates abroad or foreign experts will not pay tax on their global income for 20 years when they settle in Türkiye. Moreover, for those wishing to bring their under-the-mattress or overseas savings into the system, a protected wealth amnesty haven is offered with gradual tax rates (with advantages reaching down to 0%).
