Official titleDecision on the Urgent Expropriation by the General Directorate of Turkish Electricity Distribution Corporation of Certain Immovables for the Purpose of the Construction of Energy Transmission Lines Whose Expropriation Information and Routes are Specified (Decision Number: 11421)
It has been decided that certain immovables in the provinces of Afyonkarahisar, Aksaray, Aydın, Bilecik, İzmir, Konya, Nevşehir, and Sivas will be urgently expropriated for the energy transmission lines planned to be constructed by TEDAŞ.
Details of the Regulation
A critical step has been taken with Presidential Decision No. 11421 dated June 12, 2026, for the construction of energy transmission lines to be established by the General Directorate of Turkish Electricity Distribution Corporation (TEDAŞ). Within the scope of the decision, it has been decided to urgently expropriate the electricity distribution facility locations falling on the designated routes by way of ownership, and line safety zones by establishing easement rights over the immovables.
Expropriation proceedings will be carried out pursuant to Article 27 of the Expropriation Law No. 2942. The list attached to the Decision includes a total of 23 different energy transmission line projects, covering the provinces of Afyonkarahisar, Aksaray, Aydın, Bilecik, İzmir, Konya, Nevşehir, and Sivas.
The areas to be expropriated and the easement rights to be established within the scope of the projects are secured with detailed coordinates and maps. This decision aims to strengthen energy infrastructure and ensure an uninterrupted electricity supply.
Questions You Might Have
- Will an electric line pass through my land, and how can I confirm this?
- You can check by performing a parcel query using the table of 23 different energy transmission lines in the annex of the Decision and the coordinate information on the relevant maps.
- Do I completely lose my title deed in urgent expropriation?
- You only lose ownership rights in small areas where transformers or pylons will be placed. For the parts passing under the wires, ownership remains with you, but an easement right is established in a way that prevents you from building structures on it.
Key Terms

REGAS Commentary
This decision directly affects citizens who own land or property on the routes where the energy transmission lines will pass. Within the scope of the urgent expropriation process, property rights will be transferred, or an easement right will be established for the lines passing over the land. Right holders will be paid legal expropriation compensation.
