Details of the Regulation

An important convenience has been provided to debtor taxpayers with the General Communiqué on Collection Series: B Serial No: 20 published by the Ministry of Treasury and Finance. Within the scope of the Communiqué, unpaid public receivables belonging to periods prior to 5 June 2026 (including this date) may be paid in installments with a discounted annual postponement interest rate of 29 percent. Special Consumption Tax (ÖTV), provisional tax for the year 2026, and associated penalties are excluded from the scope of the communiqué. Applications can be made electronically via the Revenue Administration website, the Digital Tax Office, e-Devlet, or directly to the relevant tax offices no later than 31 August 2026. Installment periods are determined according to the financial situation of the debtor, namely the liquidity ratio, and the type of debt. For active taxpayers with a liquidity ratio of 0.30 or lower, debts can be paid in installments up to 72 months, whereas a maximum of 12 installments will apply to KDV and BSMV debts. All debts of municipalities and companies in which they directly or indirectly hold more than half of the capital can be paid in 72 equal installments regardless of debt type. First installment payments for postponed debts will begin as of September 2026. In addition, pursuant to the communiqué, collateral will not be sought for debts under 10 million TL, while collateral will be requested at the rate of half of the portion exceeding this amount.

REGAS Commentary

This communiqué serves as a lifeline for tradesmen, companies, and local governments facing cash flow difficulties and struggling to pay past-period tax debts. Considering that the current postponement interest rate is 39 percent, the annual rate of 29 percent offers a significant financial advantage to debtors. In particular, citizens who wish to have a vehicle inspection but have MTV or traffic fine debts will be able to undergo inspection by paying their debts in installments under this scope. However, the condition that the entire debt must be closed during the sale or transfer of the vehicle remains valid.

Questions You Might Have

Can I get a 'no debt' certificate for a tender while I have tax debt?
After paying your debt in installments under the scope of the communiqué, if you pay at least 10 percent of the total debt amount put into installments, your debt will not appear on the debt status certificate.
Which tax debts are strictly outside this installment convenience?
Special Consumption Tax (ÖTV), provisional tax for the year 2026, and associated tax loss penalties, delay interest, and stamp taxes are outside this scope.
Will my restructuring be immediately invalidated if I forget to pay or delay the debt installments?
Failure to pay a maximum of two installments on time within a calendar year is not considered a violation. However, it is required that these delayed installments be paid with interest within the term of the next installment.
