REGULATIONS

Cheap Cinema Era with the Special Ticket

Official titleRegulation Amending the Regulation on the Procedures and Principles Regarding the Evaluation and Classification of Motion Pictures

Discount rates for cinema tickets have been reorganized, introducing a new ticket category named 'Film special ticket', and data reporting processes have been updated.

Before

Ticket discount categories and the definition of 'film special ticket' were not detailed.

After

The definition of 'film special ticket' was added, discount rates were categorized, and it became mandatory to report ticket data via the union's infrastructure.

Details of the Regulation

With this regulation amendment published by the Ministry of Culture and Tourism, significant updates have been made to the cinema sector ticketing system. First, the definition of 'Film special ticket' has been incorporated into the legislation for special agreements to be made between film producers and institutions. This ticket category may be sold at a fixed price with a discount of up to 70% over the full ticket price.

Discounted ticket categories have been restricted with clear rates: Student, public day, and public personnel tickets may be discounted by a maximum of 40% of the full price; whereas tickets for disabled persons, veterans, and relatives of martyrs may be discounted by a maximum of 50%. It has been decided that an additional 10% discount can be applied on top of existing discounts for tickets purchased online.

Furthermore, to enhance the transparency of ticket sales data, it has been made mandatory to report ticket information through the infrastructure to be established by sector associations and professional unions authorized by the Ministry. This regulation directly impacts the commercial relations between cinema theater operators and producers, as well as tax audits.

REGAS Commentary

For citizens, this regulation may increase the opportunity to find much cheaper cinema tickets, particularly through corporate agreements or bulk purchases (film special ticket). However, binding discount rates with ceiling limits (for example, 40% for students) may restrict flexible campaigns that businesses can offer. The additional 10% discount incentive on online tickets aims to increase digital ticket usage.
