Support Requirement for Cinema and TV Series Has Changed

Official titleRegulation Amending the Regulation on the Support of the Cinema Sector

Radical changes have been made in the support for the cinema and TV series sectors. While the season requirement in TV series support was removed, document discipline was increased in the application processes.

Before

There was a minimum one-season requirement for support for TV series and a more flexible process was in place regarding deficiencies in application documents.

After

The season requirement was removed, a last 3-year publication requirement was introduced. Files with missing documents are directly eliminated and the door was closed again to unsuccessful/returned projects.

Details of the Regulation

With the new regulation published by the Ministry of Culture and Tourism, cinema sector support has been divided into three main categories: pre-production, production, and post-production. Support items across a wide range, from script writing to foreign film shoots, animation to domestic TV series promotion, have been clarified. In particular, the promotion of international collaborations continues by retaining the provision of up to 30% support for expenses incurred in Türkiye for foreign film productions.

The most critical change made in administrative processes is the strict limitation introduced regarding deficiencies in application documents. Projects whose documents are incomplete on the dates announced by the Ministry will not be placed on the agenda of the evaluation board without any additional time being granted. Furthermore, the 'at least one season' broadcast requirement previously applied for TV series has been removed, allowing support applications based on episodes broadcast within the last 3 years.

Finally, a deterrent provision was added to ensure the effective use of public resources. Support applications can no longer be submitted for projects that have been subject to legal proceedings or forced to refund the support received due to failure to fulfill support obligations. This regulation aims at professionalization in the sector and the sustainability of projects.

REGAS Commentary

The 'I will complete the documents later' period is now closed for producers and directors. In the TV series sector, the removal of the season requirement is a revolution that will facilitate the opening of short-term but high-quality productions to foreign markets. However, the fact that those who fail to comply with financial discipline and fall into legal proceedings will no longer be able to receive support will bring serious cleanup and seriousness to the sector.
