Total Ban on Alcohol Advertising Has Arrived!

Official titleLaw No. 7584 on Amending the Law on Soil Conservation and Land Use and Certain Laws

With the Omnibus Law No. 7584, radical changes have been made in numerous areas, including the protection of agricultural lands, the ban on infrastructure subscriptions for illegal structures, restrictions on alcoholic beverage advertising, the updating of veterinary disciplinary penalties, and the establishment of carbon sink forests.

Details of the Regulation

Published in the Official Gazette on 20 June 2026, Law No. 7584 is a comprehensive omnibus law amending numerous laws. One of the most remarkable regulations of the Law is the article added to the Law No. 5403 on Soil Conservation and Land Use. Accordingly, connecting electricity, water, and natural gas to structures built on agricultural lands without permission is strictly prohibited. Institutions that violate this ban will be fined 100,000 TL for each subscription, and if the subscription is not canceled within 30 days, the fine will recur for each month.

Another significant regulation targets the alcohol sector. It is completely prohibited for alcoholic beverage producers and distributors to sponsor any event, post, or publication using their brands and logos. Retail sale outlets must remove all brand signage inside and outside the shop within one year; manufacturers with non-compliant packaging must bring their products into compliance with the legislation within three months. Otherwise, the offering of these products to the market will be banned.

Under the Law on Veterinary Medicine, which was reorganized following the annulment decision of the AYM, disciplinary penalties have been severe and transparent. While disciplinary administrative fines to be applied to veterinarians were set between 20,000 TL and 100,000 TL, general penalties for those acting contrary to professional practice were increased to the range of 120,000 TL to 600,000 TL. Furthermore, with the articles added to the Forest Law, the establishment of 'carbon sink forests' to combat global warming has been enacted, and a two-year application period has been granted to citizens whose title deeds were canceled due to forest cadastre errors so that they can recover their property rights or current market values.

REGAS Commentary

This law directly prevents citizens who are considering building unauthorized vineyard houses or prefabricated structures on agricultural land and connecting water/electricity; because now municipalities or electricity distribution companies will face huge penalties the moment they grant these subscriptions. Restaurants, bars, and tekel shops selling alcohol must act quickly to remove all branded visuals and cooler designs in their shops. In addition, an unmissable opportunity for the restitution of property rights has arisen for citizens in rural areas whose title deeds were transferred to the Treasury in the past due to forest boundary disputes.

Questions You Might Have

What fine will be imposed if I connect water or electricity to an unauthorized structure on agricultural land?
An administrative fine of 100,000 TL per subscriber is imposed on the administration or institution connecting the subscription. If the subscription is not canceled within 30 days, the institution will have to pay an additional fine of 100,000 TL for each month the subscription continues.
By when must tekel shops remove signs with alcohol logos from their store windows?
Workplaces engaging in retail and open alcoholic beverage sales are required to remove all signboards and sales units carrying brands, emblems, and logos within 1 year from the date the law enters into force.
Can citizens whose title deeds were transferred to the Treasury due to faulty forest cadastre get their land back?
Yes. Immovables whose title deeds were canceled and registered in the name of the Treasury will be restored to their former owners, provided that an application is made within 2 years from the date of entry into force of the law and compensation has not been received from the state (or the received compensation is repaid based on the current market value).
How much fine does a dam operator (HEPP) receive if it risks life safety?
An administrative fine between 250,000 TL and 5 million TL is imposed on the company that fails to take measures despite the warning of the DSİ. If measures are still not taken within 3 months, the fine is doubled and the water usage for energy production is suspended.
