A New Era in Home Care from the Ministry of Health

Official titleRegulation on the Provision and Coordination of Home Health and Palliative Care Services

This regulation prepared by the Ministry of Health regulates the coordination and provision of home health services and palliative care services by setting their standards.

Details of the Regulation

This regulation addresses many subjects such as the provision, organization, personnel, physical conditions, and supervision of home health and palliative care services. The regulation aims to carry out these services in an integrated manner with primary care, inpatient, and remote health services. Furthermore, it details processes such as how patient applications will be received and evaluated, and how the service will be terminated. Structures formed under the regulation, such as the central commission, executive commission, and registration commission, are tasked with ensuring that services are carried out effectively nationwide and in provinces. The standards included in the annexes determine the minimum equipment, personnel, and service requirements for ESH units and palliative care services.

REGAS Commentary

This regulation aims to both facilitate access to home health services and increase the quality of palliative care services. Expanding the scope of health services that citizens can receive at their homes and coordinating these services more effectively will increase the quality of life of patients and their relatives. The regulation constitutes an important arrangement, especially for the elderly, chronic patients, and terminal period patients.
