Real-Time Data Era Has Begun in Insurance

Official titleRegulation Amending the Regulation on the Insurance Information and Monitoring Center

With the amendment made to the Regulation on the Insurance Information and Monitoring Center, it has been made mandatory for insurance companies to report policy and claim data in real time (simultaneously), and it has been decided to charge excess fees against system overuse and to establish new commissions for fault determination in traffic accidents.

Details of the Regulation

With the regulation amendment made, a radical digital transformation has been initiated in Insurance Information and Monitoring Center (SBM) transactions. The most striking change was made in the data transmission periods of insurance companies to SBM. Under the old regulation, policy production data and claim records, which could be sent with a one-day delay, are now required to be transferred to the system 'simultaneously', that is, in real time. Updated outstanding claims data must be entered into the system by the end of the day at the latest. This situation will ensure that data flow in the insurance sector takes place within seconds.

Another important innovation is the 'excess fee' application introduced to prevent SBM systems from being occupied with unnecessary queries. Additional fees may be collected from member companies and authorized users who perform system usage above the determined limits, and data sharing restrictions may be applied if the limit excess becomes continuous. Furthermore, it has been decided to establish a 'Minutes Assessment Commission' within SBM in order to make fault assessments in traffic accidents faster and more standardized.

Finally, the former phrases 'Undersecretariat of Treasury' in the legislation have been updated as 'Insurance and Private Pension Regulation and Supervision Agency (SEDDK)' within the framework of adaptation to the new corporate structure. In addition, the way has been paved for opening SBM branches in cities outside Istanbul as well.

REGAS Commentary

This regulation is directly in favor of the citizen; when you have an accident or purchase a new policy, you will no longer wait for the next day for this information to be logged into the system. Since everything will be processed instantly, opening claim files and approval processes will speed up. Moreover, thanks to the new minutes commission to be established, fault rate disputes in accidents will be resolved more professionally and quickly. For insurance companies, the obligation to update their IT infrastructures to send real-time data by August 1, 2026 brings a significant operational workload.
