REGULATIONS

Nuclear and Energy Scholarship from TENMAK

Official titleRegulation on Scholarship Programs of the Turkish Energy, Nuclear and Mineral Research Agency

The Turkish Energy, Nuclear and Mineral Research Agency (TENMAK) launched scholarship programs for undergraduate, graduate students, and researchers in order to train human resources in the fields of energy, minerals, nuclear, and related areas. This Regulation governs the procedures and principles regarding scholarship application, evaluation, allocation, monitoring, and intellectual property rights.

Details of the Regulation

This Regulation covers scholarship programs created with the target of training and developing qualified human resources in critical science and technology fields such as energy, minerals, ionizing radiation, particle accelerators, nuclear, boron, and rare earth elements, which fall within TENMAK's field of duty. The regulation has designated two main types of scholarship programs: research scholarships and achievement scholarships. While research scholarships include monthly payments to cover the research needs of undergraduate and graduate students as well as undergraduate graduate researchers in Türkiye or abroad, achievement scholarships aim to encourage students demonstrating superior success during their education and postdoctoral researchers.

Scholarship applications can be received periodically or continuously via scholarship calls announced on the TENMAK website. Applications, after being evaluated by expert referees and scholarship committees, will be allocated by the President within the limits of budget availability. Scholars will be required to sign a notarized commitment letter agreeing to comply with the provisions of the Regulation and to submit collateral when necessary. The performance and educational status of the scholars will be monitored regularly by TENMAK experts and monitoring referees; when necessary, changes may be made to the scope, duration, and amount of the scholarship, or the scholarship may be terminated.

The Regulation also details the circumstances for the suspension, termination, or cancellation of the scholarship. The scholarships of scholars who provide misleading information or fail to fulfill their obligations will be canceled, and the paid amounts may be requested back with legal interest. Regarding intellectual and industrial property rights, unless specified otherwise, it is stipulated that the rights to the products emerging within the scope of the scholarship shall belong to TENMAK and that the Institution may use these rights, and may even share up to fifty percent of the net revenue to be obtained with the scholar. An obligation to notify TENMAK in the event that scholars receive scholarships from other institutions has also been introduced.

REGAS Commentary

This Regulation is an important step aimed at meeting Türkiye's need for trained experts in the strategically important fields of energy, nuclear, and minerals. It offers new financial support and career opportunities, especially for university students and young researchers. Although the clause stating that intellectual and industrial property rights belong to TENMAK may raise some questions for scholars, the fact that up to fifty percent of the revenue to be obtained can be given to the scholar may serve as an encouraging element. It will be beneficial for citizens, and particularly students in the relevant fields, to closely follow these scholarship programs in terms of their career planning. However, scholars must carefully examine the commitment letter and collateral obligations, the regulations regarding intellectual property rights, and the obligation to notify about scholarships received from other institutions.
