A New Era Has Begun in the Taf
Official titleLaw No. 7588 Amending the Law on Expert Non-Commissioned Officers and Certain Other Laws
Law No. 7588 Amending the Law on Expert Non-Commissioned Officers and Certain Other Laws includes comprehensive administrative and military regulations, such as personal rights of military personnel, personnel evaluation reports of expert non-commissioned officers, transition processes of contracted non-commissioned officers and privates to the public sector, security investigations, and expropriation compensations.
Details of the Regulation
This law primarily restructures the military personnel regime. Evaluation report ratings, requirements for transitioning to non-commissioned officer status, and in-service promotion criteria for expert non-commissioned officers have been clarified. In particular, the non-practice periods for physicians who study on behalf and account of the MSB or the Ministry of Interior without completing their obligatory service period have been placed under statutory guarantee.
The appointment process of contracted non-commissioned officers and privates to public institutions has been reconfigured with a 7-year service requirement and quota limitations (10 percent). Candidates' physical fitness, written examination, and interview criteria have been standardized by scoring them on the basis of general knowledge, merit, and professional competence.
Significant regulations have also been introduced regarding administrative justice and property rights. The procedures to be performed following reinstatement decisions for individuals dismissed from the profession or not appointed to office due to terror-related reasons have been rendered conditional upon a finalized court decision. Furthermore, in historic real estate compensation lawsuits arising from pre-1956 expropriation transactions, fixed court fee and attorney fee regulations as well as limitation period boundaries have been established.

REGAS Commentary
This law aims to update personnel discipline and the merit system within the TAF. In particular, the examination and lottery system introduced for the transition of contracted privates to the public sector aims to enhance objectivity in employment. For citizens, the most critical points are the new limitations introduced in retroactive expropriation compensation lawsuits and the finalization requirement in the execution of judicial decisions.
