PRESIDENTIAL DECISIONS

Import Costs are Changing

Official titleDecision on Amending the Decision on Import Regime (Decision Number: 11506)

With Presidential Decision No. 11506, updates have been made to the import regime and additional financial obligation rates across various product groups.

Details of the Regulation

This decision was signed on July 10, 2026, and includes radical changes to the Decision on Import Regime. Customs duty rates and additional financial obligations for products with specific GTİP (Customs Tariff Statistics Position) codes have been re-determined. The decision targets a wide range of products, primarily Chapters 7 and 9, as well as plastics, chemical compounds, certain industrial products, and medical nutrition products.

A temporary arrangement has also been introduced in the implementation of the decision. It is stated that previous tax rates will apply to products registered via customs declaration within 30 days from the publication date of the decision and whose financial obligations have increased, aiming to prevent potential grievances during the transition period. The authority for enforcement oversight and execution has been granted to the Ministry of Trade.

Tax regulations on a 'Customs Tariff Statistics Position' basis have been made for hundreds of products included in the attached lists. Specifically, additional financial obligations have been imposed on certain products aimed at non-WTO (World Trade Organization) member countries, while tax rates have been updated for other product groups.

REGAS Commentary

This decision directly affects companies engaged in foreign trade, importers, and domestic manufacturers using these products as raw materials. While a cost increase is expected for items subject to tax increases or additional financial obligations, regulations made for certain items may alter competitive conditions. It is important for importing companies to pay attention to the 30-day transition period, especially in declaration registration processes, and to revise their cost calculations according to the updated tax rates.
