Delegate Requirement Lifted in TMMOB!
Official titleRegulation on the Amendment of the Main Regulation of the Union of Chambers of Turkish Engineers and Architects
With the amendment made to the Main Regulation of the Union of Chambers of Turkish Engineers and Architects, the requirement of being a General Assembly delegate in order to stand as a candidate for Chamber organs was abolished, and the candidacy application process was simplified.
Before
Pursuant to Article 108 of the Main Regulation of the Union of Chambers of Turkish Engineers and Architects (TMMOB), there was an obligation to be a Chamber General Assembly delegate in order to stand as a candidate for Chamber organs. During the candidacy application process, the provisions regarding those eligible to attend the general assembly used to be applied.
After
The requirement for prospective candidates for Chamber organs to be Chamber General Assembly delegates has been abolished. Candidacy applications shall be made by a petition to be submitted to the bureau under the General Assembly's agenda item on the determination and announcement of candidates, and the provisions regarding those eligible to attend the general assembly shall not apply at the stage of submitting the application to the bureau.
Details of the Regulation
Two significant amendments have been made to Article 108 of the Main Regulation of the Union of Chambers of Turkish Engineers and Architects published in the Official Gazette dated 2/12/2002 and numbered 24954. Firstly, the requirement of being a Chamber General Assembly delegate will no longer be sought for persons wishing to stand as candidates for Chamber organs. This amendment aims to encourage more members to participate in Chamber governance by expanding the candidate pool. Secondly, candidacy application procedures have been re-regulated. Candidacy applications shall be made by a petition submitted directly to the bureau under the General Assembly agenda item for the determination and announcement of candidates. At the stage of submitting these applications, the existing provisions regarding those eligible to attend the general assembly shall not apply, which will make the process more flexible. This regulation entered into force on the date of its publication.

REGAS Commentary
These amendments introduce significant conveniences for engineers and architects who are members of TMMOB. A broader base of members will now be able to run as candidates to take office in Chamber administrations, even if they are not delegates. This situation may contribute to the chambers attaining a more democratic and participatory structure. The elimination of bureaucratic hurdles in the candidacy application process will also enhance the motivation of voluntary participants, enabling professional chambers to play a more active role. For the members, the most concrete impact is the increased opportunity to have a say in administration.
