Critical Regulation Amendment from Meb
Official titleRegulation on the Amendment of the Ministry of National Education Regulation on Pre-School Education and Primary Education Institutions
The Ministry of National Education has transitioned to a new education model focused on 'Holistic Development' and the 'Virtue-Value-Action Framework' by introducing comprehensive amendments to the regulation on pre-school and primary education institutions.
Before
Manual determination of sections, paper-oriented report card system, flexible relationship between absenteeism and certificates.
After
Determination of sections by drawing of lots, Development Report (e-Report), ban on certificates for 20 days of absenteeism, Parent Appointment System.
Details of the Regulation
With the regulation introduced, not only the academic achievement of the student but 'holistic development' encompassing their cognitive, social-emotional, and moral development has been adopted as the basis in educational processes. In middle schools, starting progressively from the 5th grade, a transition will be made from the traditional report card to the 'Development Report' practice, which also includes the social skills of the student. Furthermore, technological innovations such as the 'Parent Appointment System', which digitalizes school-family cooperation, and the ability of students to obtain documents via e-Devlet have been introduced.
Within the scope of student discipline and safety, while the unauthorized use of information technology tools (mobile phones, etc.) has been included within the scope of disciplinary offenses, school administrations have been granted the authority to conduct searches of student lockers and bags on safety grounds. Absenteeism rules have been tightened, and it has been provided that students with unexcused absenteeism of 20 days or more will not be able to receive a Certificate of Appreciation (Teşekkür) or Certificate of Commendation (Takdir), regardless of their achievement scores.
In admission and transfer processes, in order to increase transparency, it has been made mandatory for 5th-grade sections to be determined by the Ministry through a drawing of lots method. Furthermore, transfer facilities have been provided for working parents and those with severely disabled relatives, and flexible models such as mobile teachers and mobile kindergarten classes have been incorporated into the regulation to increase access to pre-school education.

REGAS Commentary
This amendment contains the operational steps of the Century of Türkiye Education Model. For parents, the most critical innovation is the end of the era of showing up at school unannounced and the introduction of the appointment system. For students, absenteeism will no longer pose only the risk of 'repeating a grade', but will also result in the inability to receive a certificate of honor. The lottery system, on the other hand, aims to surrender the race for 'good teacher/good section' to a digital justice.
