New Omnibus Statute from the Official Gazette Has Entered Into Force

Details of the Regulation

With this Omnibus Statute, critical amendments have been made to numerous fundamental statutes. In the field of social security, the lowest pension payment (within the scope of Supplementary Article 19) has been increased from 20,000 TL to 23,552 TL, providing a direct increase in the base pensions of retirees. Furthermore, in order to support the tourism sector, a daily premium support of 116.67 TL has been introduced for insured employees working in accommodation facilities certified by the Ministry of Culture and Tourism. This support will be covered directly by way of deduction from the Unemployment Insurance Fund.

Within the scope of traffic safety, the novice driver system has been fundamentally revised. Those who obtain a driver's license for the first time and those who re-obtain their licenses after revocation shall be deemed novice drivers for a period of 2 years. During this period, the driver's licenses of those who drive under the influence of alcohol over 0.20 per mille, those who exceed 75 penalty points, or those who violate rules such as seatbelt use and pedestrian crossing priority 3 times will be directly revoked. In order to re-obtain a driver's license following revocation, psychiatric and psycho-technical evaluations, the payment of all accumulated administrative fines, and driver's education from scratch have been rendered mandatory.

In the administrative and cybersecurity fields, the powers of the BTK regarding cybersecurity and internet domain names have been transferred to the newly established Cybersecurity Presidency. To protect national security and public order, a requirement has been introduced to implement internet precautionary measure decisions within 2 hours in emergency situations. The personnel regime within PTT has been amended, regulating the transition of existing civil servants and personnel with statutory decree status into the 'administrative service contract' position, and the transfer of those who do not make the transition to other public institutions. In addition, administrative fines for those acting in violation of security rules concerning dangerous goods transport, maritime, shipyards, and civil aviation have been significantly increased, reaching millions of liras.
