Specialization Strike on the Internet from the Hsk
Official titleDecision of the First Chamber of the Council of Judges and Public Prosecutors Dated 28/07/2026 and Numbered 1547
The Council of Judges and Public Prosecutors (HSK) has decided on specialization in the peace criminal judgeships that will deal with specific protection precautionary measures and requests regarding internet publications.
Details of the Regulation
With Decision No. 1547 taken by the First Chamber of the HSK, specialized peace criminal judgeships have been designated to hear special precautionary measure requests (pre-trial detention, seizure, blocking access to content, etc.) falling within the scope of the Criminal Procedure Code No. 5271 and the Statute No. 5651 on the Regulation of Publications Made in the Internet Environment. Accordingly, in places with eight or more peace criminal judgeships, the Peace Criminal Judgeships No. 1 shall deal with these special requests in the capacity of "specialized judgeships".
The decision aims to balance the protection of fundamental rights and freedoms with the effectiveness of investigations by encouraging specialization in the judiciary. Under the implementation, the current situation will be taken into account as of 1 September 2026, and newly incoming requests starting from 1 August 2026 will be distributed to these specialized judgeships. Pending (ongoing) matters, on the other hand, will continue to be conducted according to the existing division of labor.
This regulation is an important administrative step taken to expedite proceedings, establish a standard uniformity of case law, and ensure that complex legal processes are managed more effectively by specialized courts.

REGAS Commentary
For citizens, this decision means that requests particularly concerning issues such as blocking access to internet content or protection precautionary measures will not go to random courts, but to judgeships specialized in this field. This ensures that legal processes become more predictable and standardized.
