Pursuant to United Nations Security Council resolutions, identity and passport information has been updated in the list regarding the freezing of assets of persons affiliated with the Taliban.

Details of the Regulation

With the Presidential Decision dated 31 July 2026 and numbered 11568, a significant administrative act was established within the scope of the prevention of the financing of terrorism. Pursuant to Article 5 of Statute No. 6415, the Decision aims to ensure compliance with the counter-terrorism resolutions of the UN Security Council (Resolutions 1267, 1988, 1989, 2253). In this context, the list titled 'C-Natural Persons Affiliated with the Taliban' annexed to the former Council of Ministers Decision dated 2013 has been updated. In the list annexed to the Decision, detailed identity information such as passport numbers, places of birth, and job descriptions of senior figures such as Hamdullah Nomani and Abdul-Haq Wassiig has been revised. This update continues to restrict the maneuvering capacity of these persons within the financial system in Turkey. Enforced by the Ministry of Treasury and Finance, this decision reflects Turkey's commitments in the international fight against terrorism.

REGAS Commentary

Although it has no direct impact on ordinary citizens, this list is binding on financial institutions and banks in terms of 'high-risk' customer screening. Processing transactions inadvertently with someone on the list may lead to severe sanctions.
