REGULATIONS

Climate Alarm in 81 Provinces

Official titleRegulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Boards

In line with Turkey's net-zero emission targets, a new regulation has been published that mandates the establishment of coordination boards chaired by the governor in all provinces and the standardization and implementation of local climate change action plans (YİDEP).

Details of the Regulation

This regulation, published by the Ministry of Environment, Urbanization and Climate Change, was prepared on the basis of Article 7 of the Climate Statute No. 7552. With the regulation, it is aimed to institutionalize and digitally track climate change adaptation and greenhouse gas mitigation processes at the local level. In this context, Provincial Climate Change Coordination Boards (İl İDKK), possessing a broad public and civil representation mechanism, will be formed in every province.

Metropolitan municipalities, provincial municipalities, and special provincial administrations have been obligated to prepare or have prepared 5-year Local Climate Change Action Plans (YİDEP) under the coordination of the governor. The first of these plans, which include provincial greenhouse gas inventories, adaptation targets, and climate risk assessments, will be prepared to cover the years 2028-2032.

Digital data integration has been made mandatory for the purpose of monitoring actions. Through the E-YİDEP system to be established and the publicly accessible Climate Portal, the data for each year will be entered into the system by the end of June, and performances will be reported on an annual basis. An obligation to comply with these new standards has also been imposed on provinces that already have action plans.

REGAS Commentary

This regulation obligates municipalities and local public institutions to plan their budgeting, zoning, and infrastructure investments with a focus on climate. A legal basis has been formed whereby citizens can demand from local governments the enhancement of resilience against disasters such as floods, storms, and droughts in cities, the inspection of local greenhouse gas emissions, and the construction of greener living spaces.
