REGULATIONS

E-Pms Requirement for Architects and Engineers

Official titleRegulation on the Electronic Submission and Management of Architectural and Engineering Projects

The regulation mandating that the approval, submission, and retention processes of architectural and engineering projects be conducted via a centralized 'Electronic Project Management System' (e-PMS) has been published.

Before

Submission of projects via physical files or through the local administrations' own systems.

After

Submission and approval of all projects under digital standards (PDF/A, IFC) via the e-PMS within the Ministry.

Details of the Regulation

This regulation, prepared by the Ministry of Environment, Urbanisation and Climate Change, lays the foundation for transitioning to a fully digital project management system in the construction sector. Under the regulation entering into force on 1 September 2028, new structure projects in areas with zoning plans will be registered on the e-PMS platform. The system shall digitalize all correspondence, approval, and revision processes among project authors, relevant administrations, and building inspection bodies.

Within the scope of the regulation, files in vector-based PDF/A or IFC formats are being standardized. One of the most noteworthy restrictions is that PDF documents created by scanning paper documents will not be accepted in the system. Furthermore, the requirement to submit hard copies is eliminated for projects utilizing secure electronic signatures. This step aims to expedite building permit processes and prevent paper waste.

Small-scale projects (detached structures under 200 m² and with a maximum of 2 storeys) and facilities intended for agriculture and animal husbandry are excluded from the scope of this regulation. Administrations are required to conclude a protocol with the Ministry in order to be integrated into the system. The intellectual property rights of the projects shall be protected via the system and cannot be shared without the author's permission.

REGAS Commentary

This is a significant turning point for the transition to the 'paperless office' era in the construction sector. The preparatory period granted until 2028 is a critical transition timeline for small municipalities and engineering offices that have not digitalized their technical infrastructure. Standardizing the use of e-signatures may reduce bureaucratic approval periods by up to 50%.

Questions You Might Have

Can I scan a hard copy of my project and upload it to the system?
No. The regulation strictly prohibits the use of PDF documents created by printing on paper and scanning.
Which projects will not be included in this digital system?
Detached structures smaller than 200 m² and with a maximum of 2 storeys, as well as non-integrated agricultural/animal husbandry facilities, are out of scope.
Is it mandatory to use an e-signature?
It is not mandatory; however, if an e-signature is not used, it is required that hard copies of the projects also be submitted in addition to their digital submission.
