A New Era on E-Devlet: Sports Reports Have Gone Digital
Official titleAthlete Health Reports Regulation
The Ministries of Health and Sports have determined the procedures for the health report and health status certificates to be issued for athletes and individuals engaging in sports for social purposes through a new digital-focused regulation.
Details of the Regulation
This Regulation standardizes the health report processes required for athletes' licensing procedures, school sports, and recreational sports activities. One of the main innovations is the categorization of report types according to the risk classification of sports branches (Groups A, B, C). While an 'Athlete Health Report' is strictly required for Group A high-risk sports, a 'Health Status Certificate' obtained through the system may be sufficient for low-risk activities.
All processes will be carried out via the e-Devlet Gateway and the Ministry of Health's health information systems. Persons (or their guardians) will first make a declaration by filling out the 'Health Status Assessment Form for Sports Participation' electronically. This declaration made and the medical history data in the system (medication, diagnosis, vaccination, etc.) will be automatically analyzed, and a decision will be made on whether the person must directly undergo a physician's examination.
The validity periods of the documents have also been clarified: Unless specified otherwise, the detailed 'Athlete Health Report' is valid for 3 years, whereas the 'Health Status Certificate' obtained through the declaration procedure is valid for 1 year. Furthermore, it has been provided as a provision that individuals with disabilities can use their existing disability health board reports during their initial licensing.

REGAS Commentary
The greatest convenience for citizens is the reduction of the requirement to go to the hospital every time for low-risk sports and school activities. If the system does not detect a risk in the person's health history, it will allow the document to be generated digitally. However, the standard examination requirement continues for high-risk sports branches (Group A).
