Price Increase Regulation for Public Projects
Official titleCommuniqué on Price Increase Rates to be Applied in Project and Inspection Works
The Ministry of Environment, Urbanization and Climate Change has set the price increase rate to be applied in public project and inspection works as 141,607, effective from July 1, 2026.
Before
Old coefficients in the communiqué dated 03/02/2026
After
Coefficient of 141,607 for the 2026/2 period
Details of the Regulation
This Communiqué defines the new coefficient that will form the basis for price difference calculations in project and inspection services tendered by public administrations. In determining the increase rate, changes in the net salary of the Department Head of the Project Department of the Ministry's General Directorate of Construction Affairs were accepted as the primary criterion. This mechanism ensures that engineering and architectural service fees are updated in sync with civil servant salary increases.
The coefficient of 141,607, determined for the second period of 2026, has replaced the previous communiqué dated February 3, 2026, which was repealed. The document also clarifies how price increases belonging to past periods between 1980-2000 will be calculated using the base coefficient of 27,306 from 2013. This regulation creates a reference point in retroactive claim or calculation disputes.
The date of entry into force has been set as July 1, 2026, and this coefficient will be applied in progress payments and new contracts after this date. This coefficient increase is a critical economic adjustment for firms providing technical services to the public to cover their operational costs and personnel expenses.

REGAS Commentary
This communiqué directly concerns the construction and technical consultancy sector. The coefficient of 141,607 aims to protect the service fees of architects and engineers working on public projects against inflation. From the citizen's perspective, although this creates an indirect impact in the form of increasing costs of public investments (schools, hospitals, etc.), it is a mandatory update for the sustainability of technical service quality.
