Time Limit Warning for Domestic Producers for 2027

Official titleCommuniqué on the Prevention of Unfair Competition in Imports (No: 2026/28)

This Communiqué, published by the Ministry of Trade, announces the anti-dumping and anti-subsidy measures set to expire in the first half of 2027 and details the sunset review investigation (NGGS) process to which domestic producers may apply for the continuation of these measures.

Details of the Regulation

This Communiqué establishes the procedures for extending the duration of existing anti-dumping and anti-subsidy measures within the framework of the Legislation on the Prevention of Unfair Competition in Imports. Pursuant to the Communiqué, definitive measures are repealed 5 years after the date of their entry into force or the date on which the most recent review investigation was concluded. However, before the expiry of the period of entry into force of the measures, the relevant domestic producers or persons/organizations acting on behalf of the domestic industry may submit an application for the initiation of a sunset review investigation on the allegation that the expiry of the measure would lead to the continuation of dumping or subsidization and injury.

Applications must be submitted via the applicants' own registered electronic mail (KEP) addresses to the designated KEP address of the Ministry of Trade (ticaretbakanligi@hs01.kep.tr) at the latest three months before the expiration date of the relevant measure. Written applications supported by sufficient evidence are essential. The application form and detailed information may be obtained from the Ministry's website. In the event that applications are deemed valid, a sunset review investigation is initiated, and the existing measure continues to remain in force until this process is completed.

REGAS Commentary

This Communiqué is of great significance, particularly for domestic producers subjected to unfair competition through imports. It is of vital importance that companies wishing to maintain the protective measures that are due to expire apply within the specified period and support their applications with sufficient evidence. If no application is made, the existing measures will automatically expire, and import competition conditions for the relevant products will change. Importer companies, on the other hand, should review their business plans according to the potential continuation or termination of these measures.
