Who Will Not Pay Tuition Fees at the University?
Official titleDecision on the Determination of Contribution Shares and Tuition Fees to be Collected as Student Contributions to Current Service Costs in Higher Education Institutions in the 2026-2027 Academic Year (Decision Number: 11625)
The contribution shares and tuition fees to be paid at universities in the 2026-2027 academic year were determined by Decision No. 11625 published in the Official Gazette.
Details of the Regulation
With the Presidential Decision, the amounts to be collected as student contributions to current service costs in higher education institutions have been clarified. For formal education and open education students who are within their program durations (including preparatory classes), the contribution share will continue to be covered by the state. However, students exceeding the program duration will pay their own shares. On the other hand, evening education and distance education students were obligated to pay tuition fees in the amounts specified in the tables annexed to the Decision.
Within the scope of the Decision, various exemptions and discounts were provided for relatives of martyrs and veterans, disabled students, and successful students (those who rank in the top 10% of their department). In particular, it was enacted that disabled students receive discounts equivalent to their disability rates or be exempt from the contribution share in formal/open education. In addition, articles containing special financial regulations and state support were also added for guest students from Syria and students from the city of Gaza in Palestine.
Faculty-based costs were detailed in the attached tables. For example, while the current service cost for Faculties of Medicine was calculated as 115,435 TL, the student contribution share was determined as 4,386 TL. The evening education veterinary faculty fee was announced as 15,844 TL. For students to be admitted from abroad, the principle of determining a fee amounting to at least twice the cost was introduced.
Questions You Might Have
- I am a formal education student, will I not pay tuition fees under any circumstances?
- No, you only do not pay tuition fees during the normal duration of the school (e.g., 4 years for a 4-year department); if the duration is extended, payment begins.
- I am very successful in my department, do I have a reward?
- Yes, if you rank in the top 10% in the end-of-semester ranking, you will pay a lower fee in the next semester if you are in evening education, and you will be exempt from the contribution share if you are in formal education.
- How is the discount applied for disabled students?
- A discount equal to the disability rate is applied to the tuition fee; in formal education, however, no contribution share is charged, without any program duration limit.

REGAS Commentary
The most critical point for students is the 'normal duration of study'. A school that cannot be finished on time means the termination of state support and the student starting to pay tuition fees. The fact that successful students (top 10%) will pay less in the next semester has been maintained as a motivational incentive. The special support article introduced for students from Gaza is a reflection of Turkey's humanitarian aid policy in the field of education.
