Surprise Right for Those Unable to Receive Veteran's Pension

Official titleAct No. 7594 Amending Certain Statutes

Act No. 7594 has been published, which includes granting a new monthly pension to security personnel injured during the fight against terrorism but not deemed disabled, and improving the salaries and additional indicators of relatives of martyrs and veterans.

Details of the Regulation

With Act No. 7594 published in the Official Gazette dated August 18, 2026, significant improvements have been made to the financial and social rights of security forces, relatives of martyrs, and veterans. Within the scope of the regulation, amendments were made to many basic legislations, particularly the Retirement Fund Act No. 5434 and the Anti-Terrorism Act No. 3713. With the amendments made, new rights have been granted especially to the children of the homeland who suffered physical and psychological harm in terrorist incidents but were constrained by legal 'disability' limits.

The most notable regulation is aimed at TSK, Gendarmerie, Police, and MİT personnel, as well as security guards, who were injured as a result of firearms, shrapnel, explosive substances (IED, mines, etc.) effects, or close combat during the fight against terrorism, but are not deemed 'disabled' according to the current regulation. To these persons whose non-minor injury according to Forensic Medicine criteria and causal link to the incident are documented by a medical board report, a monthly pension amounting to the product of the indicator figure 17,135 multiplied by the civil servant salary coefficient will be granted. This right will be applied on a one-off basis to cover past events, and applications must be submitted within 1 year.

In addition to this, the floor limits for the monthly pensions of duty-disabled persons within the scope of the fight against terrorism have been raised; the lowest degrees according to educational status have been determined, and additional indicator figures (including the 3,600 additional indicator for those rising to the 1st degree) have been increased. By simplifying certain restrictive expressions regarding monthly pensions granted to parents of non-commissioned officers and privates, as well as reserve officer/non-commissioned officer cadets, bureaucratic obstacles have been removed, paving the way for beneficiaries to benefit more broadly from Honorary Pension rights.

REGAS Commentary

This statute resolves the grievance of heroes who, despite being injured in the fight against terrorism, have not been able to receive disability/veteran pension until today due to strict criteria such as 'loss of organ or limb'. Significant financial security has been provided, especially for our soldiers and police officers who have been worn down due to internal damage caused by explosions (blast effect). However, since a '1-year application period' limit has been imposed to benefit from the regulation, citizens within the scope must apply to their institutions without losing time and obtain their hospital referrals.

Questions You Might Have

Will every soldier/police officer injured in a terrorist attack but not deemed a 'veteran' (disabled) be able to receive a salary?

Those authorized with at least a 4-year higher education degree will receive a duty disability pension not lower than the 1st step of the 8th degree, and others not lower than the 1st step of the 10th degree, and their additional indicators may rise up to 3,600.
