40% Fee Schedule Renewed for Those Purchasing Medicine from Pharmacies

Official titleDecision of the Health Services Pricing Commission

The Social Security Institution updated the prices of magistral medicines and numerous antidotes by decision of the Health Services Pricing Commission, revised the fees and billing conditions for various medical supplies and services (bone marrow transplantation, TEVAR, and sleep studies), and added certain medicines to the lists.

Before

Magistral medicine prices were low, the prices of certain antidotes and medical procedures varied or were not defined in the SUT, and the donor-search and payment conditions for bone marrow transplantation were less detailed. Certain medicines were not included in the EK-4/C list or did not have current prices.

After

The prices of magistral medicines and antidotes were increased, and new medical supplies and procedures, such as the “Seçici Plazma Değişimi Seti” and “Uyanıklığı Sürdürme Testi (UST-MWT),” were added to the SUT. The prices, billing conditions, and definitions of existing medical procedures, such as TEVAR, bone marrow transplantation, EBUS, and sleep studies, were updated. The euro-based prices of various medicines were updated, and some were included in the EK-4/C list. The payment procedure and principles for health board reports for treatment abroad will be reorganized.

Details of the Regulation

This Circular, published by the Social Security Institution (SGK), contains the decisions dated 16/07/2026 of the Health Services Pricing Commission. Through the Circular, the prices in the “Pricing Schedule for Medicines Prepared in Pharmacies” (Magistral Fee Schedule) of the MEDULA Provisioning System and the maximum prices paid by the Institution for magistral medicines were increased by 40%. This increase will directly affect the costs of citizens and pharmacists. In addition, the prices of numerous medicines on the antidotes list of the National Poison Information Center were updated, and some were added to the MEDULA Provisioning System. For example, 'Pralidoksime Tuzları 2-Pam' was updated to 786,85 TL, 'Cyanokit 5 G/Sise' to 130.093,58 TL, and 'Digifab 40 mg/Flakon' to 29.643,28 TL.

REGAS Commentary

This Circular directly affects the costs and reimbursement conditions of citizens and health service providers. In particular, the increase in magistral medicine prices may affect pharmacy services and the amount paid out of patients’ pockets. Regulatory provisions concerning vital matters such as bone marrow transplantation and treatment abroad clarify patients’ access to and financing of treatment. The newly added medical procedures and medicines demonstrate that modern treatment methods have been brought under SGK coverage. Health professionals should carefully follow these updates to SUT codes and invoicing rules.

Questions You Might Have

Why were the prices of magistral medicines increased, and how will this increase affect patients?
The fee schedule and maximum reimbursement prices for magistral medicines were both increased by 40%. This increase is intended to reflect pharmacy costs and may affect patients’ co-payments or out-of-pocket expenses in some cases.
Are the costs of searching for a bone marrow donor overseas also now covered by SGK?
Yes, under the new regulation in the SUT, if a suitable donor cannot be found in domestic related-donor or unrelated-donor searches, or if the donor does not give voluntary consent, a search may be initiated in overseas donor sources, and the test expenses will be covered by the Institution.
What changes were made to the invoicing conditions for sleep studies?
The heading for sleep studies was changed to “Sleep Studies,” and it was specified that PAP titration and polysomnography procedures will be invoiced when performed throughout the night by specialist physicians in respiratory diseases, neurology, ENT, mental health, and pediatrics, and that the fees for services such as the bed, EEG, EOG, EMG, and EKG are included in the price.
What is the newly added “Uyanıklığı Sürdürme Testi (UST-MWT),” and how is it administered?
UST-MWT is a test that evaluates the ability to maintain wakefulness. It consists of four recordings performed at two-hour intervals; if the patient falls asleep, the recording is terminated, and if the patient does not fall asleep, each recording may be extended for up to 40 minutes, with the fee set at 1.291,70 TL.
