Legal Gap Closed; 14 Synthetic Substances Banned
Official titleDecision on Making Certain Substances Subject to the Provisions of Law No. 2313 on the Control of Narcotic Substances (Decision No: 11684)
By Presidential Decision No. 11684, certain chemical and synthetic substances have been brought within the scope of Law No. 2313 on the Control of Narcotic Substances and made subject to control.
Details of the Regulation
Under Decision No. 11684 dated 30 August 2026, a total of 14 new-generation chemical and synthetic substances listed in the annexed list have officially been included in the scope of narcotic substance control. This Decision was based on Article 19 of Law No. 2313 on the Control of Narcotic Substances.
The list includes ADMB-FUBBIOCA, various THC derivatives (delta-8, delta-9), synthetic quinazoline derivatives, and benzimidazole-structured compounds. The chemical formulas and names of these substances have been listed in detail, thereby ensuring that they are legally granted narcotic substance status.
Through this regulation, the production, importation, sale, and possession of the aforementioned substances are now subject to severe penalties and judicial proceedings under the Turkish Penal Code and the relevant legislation. The state is maintaining an up-to-date legal framework against new-generation types of narcotics that seek to exploit legal gaps by altering their chemical structures.

REGAS Commentary
This Decision closes the legal gaps concerning synthetic chemicals placed on the market by drug traffickers under the name “legal narcotics.” From the date of publication, the substances added to the list are controlled as narcotics under Law No. 2313, so producing, trading or using them falls under the narcotics offences of the Turkish Criminal Code. Such rapid updates are of vital importance, particularly in combating new-generation psychoactive substances spreading among young people.
