PRESIDENTIAL DECISIONS

New Period Conditions are Coming for Farmer Supports

Official titleDecision on Amending the Decision on Supports for Plant Production and Certain Other Agricultural Supports to Be Provided in 2025-2027 (Decision No: 11781)

This Presidential Decision has made significant amendments to the support decisions to be applied between 2025-2027 for plant production and other agricultural activities. While certain support coefficients and amounts have been increased under the Decision, new types of support have been added and the distribution of support budgets by year has been updated.

Details of the Regulation

The Presidential Decision reorganizes agricultural support mechanisms by amending the previous Decision dated 28/8/2024 and No. 8859. In particular, certain support coefficients have been increased substantially; for example, the general support coefficient per decare has been increased from 310 TL to 367 TL and to 442 TL for the 2027 production year. Similarly, the organic beehive support per hive has also been increased at the same rate. These increases aim to offset, to some extent, the rise in farmers’ production costs. In addition, the list of basin-based product patterns contained in the annexes to the document has also been updated. These lists indicate which products are supported in which agricultural basin and serve as a guide for farmers to engage in planned production. Strengthening basin-based planning aims to increase the efficiency of national agricultural policies. Within the financial effects specified in the Decision, the budget allocated for agricultural dissemination and advisory support, which was 345.450 TL for 2026, has been increased to 483.630 TL for 2027. This indicates increased importance attached to agricultural information and advisory services. In addition, the financing sources and years for biological and biotechnical control, product lease support in licensed warehouses, agricultural R&D, and other support payments have also been specified in detail. These regulations aim to encourage sustainability and innovation in the agricultural sector. Another important provision of the Decision concerns sanctions for farmers who make inaccurate product declarations. It has been stated that where inaccurate declarations are identified through remote sensing or on-site detection, support will be provided based on the actual product, and if the declaration is not corrected, the support payment will not be made. This provision aims to prevent abuses in the support system and increase transparency. The entry into force dates of the provisions of the Decision vary on a provision-by-provision basis; some provisions, which entered into force as of 1/1/2026 and 1/1/2025 on the date of publication, and others will enter into force on 1/1/2027. The Minister of Agriculture and Forestry has been designated to execute the provisions of this Decision.

REGAS Commentary

This Decision directly affects citizens engaged in agricultural production, particularly. The increases in support amounts may provide some relief to farmers’ incomes during periods when input costs are rising. The updating of basin-based product patterns and the introduction of additional support for strategic products such as lentils and chickpeas will encourage farmers to plan their production accordingly. Penal provisions for those who make inaccurate declarations are of significance for the fair and transparent operation of the support system. It is critically important for farmers to monitor current support conditions and the product patterns in their own regions in order to obtain financial benefits.
