A Sales and Spending Clampdown for Public Authorities

Official title2027-2029 Period Budget Call and Supplementary Budget Preparation Guide

The 2027-2029 Period Budget Call and Budget Preparation Guide was published in the Official Gazette, formally initiating the process of preparing three-year budget proposals for public authorities.

Before

The previous-period budget preparation guides and ceiling principles were being applied.

After

New budget preparation principles focusing on performance-based program budgeting, appropriation ceilings at the spending-unit level, and savings measures have entered into force for the 2027-2029 period.

Details of the Regulation

The Presidential Communiqué on the 2027-2029 Period Budget Call and the Budget Preparation Guide prepared by the Strategy and Budget Presidency have entered into force through publication in the Official Gazette. The regulation requires public authorities to act in accordance with the principles of financial discipline, savings, and resource efficiency, in line with the targets of the Twelfth Development Plan (2024-2028) and the Medium-Term Program (OVP).

Performance-based program budgeting will be used as the basis in budget preparations, and public authorities may not exceed the appropriation ceilings allocated to them. Within the ceilings determined on the basis of spending units, areas of inefficient expenditure will be liquidated, rationalization will be ensured in public investment programs, and no permanent expenditures will be created through temporary revenues dependent on the economic climate.

Furthermore, within the framework of the provisions of Circular No. 2024/7 on Savings Measures, priority will be given to electric vehicles in vehicle purchases and leases; in-service training and meetings will be conducted remotely as a priority; and the printing of promotional materials such as agendas, notebooks, and bags, as well as the use of unnecessary printed documents, will be completely eliminated, thereby accelerating the transition to e-signatures and digital processes.
