Details of the Regulation

Presidential Circular No. 2026/11 puts the “2030 Ulusal Akıllı Şehirler Stratejisi ve Eylem Planı” into force and sets out a new roadmap for the digital future of cities in Türkiye. This plan has replaced the “2020-2023 Ulusal Akıllı Şehirler Stratejisi ve Eylem Planı,” whose implementation period has expired. The primary purpose of the Circular is to bring a holistic perspective to cities’ digital transformation journeys and to create a capable and productive smart city ecosystem in which resources are used effectively, redundant investments are prevented, and systems are standards-based and interoperable. In this context, taking into account the reality that information and communication technologies are rapidly changing and transforming urban life, it aims to promote the adoption of new technologies and applications under the vision of “An advanced society, advanced technology, and a sustainable and resilient world” and to ensure integrity in services provided to citizens. The Circular states that the strategy, which was prepared with the contributions of the relevant public institutions and bodies, local administrations, universities, the private sector, and civil society organizations under the coordination of the Çevre, Şehircilik ve İklim Değişikliği Bakanlığı, will be published at “akillisehirler.csb.gov.tr.” Through the implementation of the plan, priority will be given to smart city transformation, data management, artificial intelligence-supported decision-making mechanisms, the integration of smart city services, and digital city management, while keeping digital security precautionary measures at the highest level across all areas, from cities to rural regions. All public institutions and bodies and local administrations are expected to take the necessary security measures within this framework and implement innovative, environmentally friendly, and inclusive projects. The Presidency respectfully requests that all institutions within the scope of the “2030 Ulusal Akıllı Şehirler Stratejisi ve Eylem Planı” conscientiously fulfil their duties and responsibilities and meticulously provide all support and assistance that may be required during the implementation process. Although, in substance, this constitutes an instruction directed at administrative personnel, it represents the beginning of a comprehensive transformation that will indirectly affect all citizens and numerous sectors.
