Tax Brake on Chinese Imports Into the Solar Energy Sector

Official titleCommuniqué on the Prevention of Unfair Competition in Imports (No: 2026/29)

The Ministry of Trade has completed the anti-dumping investigation concerning junction boxes for solar panels originating in the People's Republic of China and, upon determining that dumped imports and the domestic production sector had been harmed, has decided to apply definitive anti-dumping measures to products under certain customs tariff statistical headings.

Before

The anti-dumping investigation concerning junction boxes for solar panels originating in the People's Republic of China was ongoing, and no definitive measure was being applied. General customs duties and an additional customs duty of 15% were being applied to the products. The domestic production sector was suffering harm from dumped imports.

After

Definitive anti-dumping measures have been imposed at company-specific rates of 38.23% or a general rate of 57.11% of the CIF value on junction boxes for solar panels originating in the People's Republic of China. These measures will remain in force for 5 years.

Details of the Regulation

This Communiqué announces the outcome of the anti-dumping investigation initiated by Communiqué No: 2025/8, published in the Official Gazette No. 32910 dated 25/5/2025. The investigation was opened upon the application by domestic manufacturers such as Ekinler Endüstri A.Ş. and HATKO Teknik Donanımlar Mümessillik ve Ticaret A.Ş., alleging that products classified under HS codes 8544.42.90.00.11, 8544.60.10.00.11 and 8544.60.90.00.00 as “junction boxes for solar (solar) panels” and originating in China were imported at dumped prices and harmed the domestic production sector. The period from 1/1/2024-31/12/2024 was designated as the investigation period for the dumping determination, while the period from 1/1/2022-31/12/2024 was designated for the injury investigation. It was determined that the domestic production sector experienced serious deterioration in comprehensive economic indicators, including production volume, domestic sales, market share, profitability and cash flow. For example, while the unit profitability of the domestic production sector from domestic sales was positive in 2022, it turned negative in 2023 and 2024, while its market share in 2024 declined by 34% compared with 2022. It was also determined that dumped imports undercut and suppressed prices in the domestic production sector.

As a result of the investigation, it was conclusively established that imports of the investigated product originating in the People's Republic of China were dumped and caused material harm to the domestic production sector. Imports were found to cause price undercutting and price suppression, preventing domestic manufacturers from setting prices in a manner that would enable them to earn a reasonable profit. It was concluded that there was a direct causal link between the increase in the volume of dumped imports and the gain in market share and the deterioration in the economic indicators of the domestic production sector. The possible harmful effects of imports from other countries and changes in consumption were examined, but it was considered that these factors were not the main source of the injury.

In line with these findings, definitive anti-dumping measures will be applied, by the decision of the Ministry of Trade's Evaluation Council on Unfair Competition in Imports and the approval of the Minister, to imports from the People's Republic of China of “junction boxes for solar (solar) panels” as a percentage of the CIF value. It has been decided to apply a definitive anti-dumping measure at a rate of 38.23% for Zhejiang Twinsel Electronic Technology Co.,Ltd., Risen (Ningbo) New Material Co., Ltd., QC Solar (Suzhou) Corporation, QC Solar (JiangSu) Corporation and Zhejiang Chint Xinhui PV Co., Ltd., and at a rate of 57.11% for other Chinese-origin companies. These measures will enter into force on the date of publication of the Communiqué and will expire 5 years after their date of entry into force. However, if a final review investigation is initiated before the expiry date, the measures will remain in force until the investigation is concluded.

REGAS Commentary

This Communiqué entails significant cost changes for the solar energy sector in Türkiye, particularly solar panel manufacturers and suppliers. Additional customs duties on junction boxes imported from China may increase the competitiveness of domestic manufacturers and create a fairer competitive environment in the domestic market. However, since this will have an upward impact on importing companies and, consequently, on the costs of solar panels, it may ultimately also affect the costs of solar energy projects. Companies in the sector may need to review their supply chains and turn to alternative suppliers.

Questions You Might Have

Will all solar panel parts imported from China become more expensive under this Communiqué?
No, this Communiqué covers only “junction boxes for solar (solar) panels” and applies to Chinese-origin products under the specified HS codes.
How will domestic solar panel manufacturers be affected by this decision?
Domestic manufacturers will be placed in a more competitive position due to the increase in the price of imported Chinese-origin junction boxes, which will increase their potential to gain market share and improve profitability in the domestic market.
For how long will the determined anti-dumping measures remain in force?
These measures will remain in force for 5 years from their date of entry into force; however, if a final review investigation is initiated before the end of this period, they will remain in force until the investigation is concluded.
What rate will apply if a Chinese producer is not among the companies listed in the table?
An anti-dumping measure will be applied at a rate of 57.11% of the CIF value to imports from all other Chinese-origin manufacturers, except for the companies specifically identified in the table.
