Solar Glass Import Investigation from the Ministry of Commerce

Official titleCommuniqué on the Prevention of Unfair Competition in Imports (No: 2026/10)

The Ministry of Commerce announced that, upon the application of Türkiye Şişe ve Cam Fabrikaları A.Ş., it has initiated a dumping investigation into "solar glass" products originating in the People's Republic of China, Malaysia, and Vietnam under tariff headings 70.06 and 70.07.

Details of the Regulation

This Communiqué was prepared based on an application lodged by the domestic producer Türkiye Şişe ve Cam Fabrikaları A.Ş. and supported by other companies such as Düzce Cam Sanayi ve Ticaret A.Ş. The investigation aims to determine whether imports of solar glass products originating in the subject countries cause injury to the domestic industry in Turkey and whether they are being imported at dumped prices. The investigation period for dumping claims covers 1 October 2024 to 30 September 2025, whereas the period for injury claims was examined for 1 January 2022 to 30 September 2025. Following preliminary examinations, it was determined that dumping margins were above the de minimis level and that key economic indicators of the domestic industry, such as production, sales volume, and capacity utilization rate, suffered deterioration. This situation led to evaluations that imports undercut and suppressed domestic industry prices. The initiation date of the investigation was determined as 19 June 2026, the publication date of the Communiqué. Interested parties (importers, exporters, producers, etc.) must submit their views and responses regarding the investigation to the Ministry of Commerce within 37 days from the publication date of the Communiqué or the date notification is sent. It is possible to apply provisional measures during the investigation and to implement definitive measures retroactively. It was stated that in the event of non-cooperation, decisions may be taken based on facts available.

REGAS Commentary

This communiqué is of great importance for companies importing 'solar glass' used in the solar energy sector and for domestic producers of this product. The import costs of companies importing these products from China, Malaysia, and Vietnam may increase due to additional duties that may be applied as a result of the investigation. This situation may affect solar panel production costs and, consequently, renewable energy prices reflected to the end consumer. It is of critical importance for importers and exporters to actively participate in the investigation by submitting the necessary information and documents to the Ministry of Commerce within the specified period to avoid or minimize potential high anti-dumping duties.

Questions You Might Have

Which products coming from which countries does this Communiqué target?
This Communiqué targets 'solar glass' products classified under tariff headings 70.06 and 70.07 originating in the People's Republic of China, Malaysia, and the Socialist Republic of Vietnam.
What does opening a dumping investigation mean and what consequences could it have for companies?

What is the deadline for interested parties to respond to the investigation?
Responses must be submitted within 37 days from the date the notification regarding the initiation of the investigation is sent or from 19 June 2026, the publication date of this Communiqué, i.e., until 26 July 2026.
What situations may arise for parties that do not cooperate in the investigation?
In cases where cooperation is not provided or is provided only partially in the investigation, preliminary or final determinations may be made based on facts available, which may lead to results less favorable than for cooperating parties.
