Bureaucracy Good News for Tire Dealers

Official titleRegulation on the Amendment of the Regulation on the Control of End-of-Life Tires

The procedures and principles regarding the collection, transportation, licensing, and recovery processes of End-of-Life Tires (ELTs) have been updated, introducing online tracking and strict inspection mechanisms.

Details of the Regulation

Management processes for End-of-Life Tires (ELTs) have been comprehensively modernized through the regulation amendment published by the Ministry of Environment, Urbanization and Climate Change. Under the new regulation, tire manufacturers have been imposed the obligation to collect ELTs and ensure their recovery at rates to be determined by the Ministry based on the tonnage of tires they placed on the market in the previous year. Enterprises that will carry out ELT collection activities are required to obtain authorization from the Ministry and report the quantities they collect by the end of March each year.

Strict standards have also been established for transportation processes. Road vehicles transporting ELTs must be enclosed (with a tarpaulin or net), display the phrase 'End-of-Life Tire Transport Vehicle' in letters at least 20 cm high, and carry fire extinguishing equipment. In addition, all transportation and quantity declaration procedures will be digitally tracked via the Ministry's online systems. While a requirement to obtain permission from provincial directorates has been introduced for temporary storage facilities; accumulation areas of small-scale enterprises such as tire repair shops, retreaders, and auto industrial sites are exempt from this permit requirement.

As a result of inspections, non-compliant storage areas will be granted a period between 2 to 6 months to remedy their deficiencies. Temporary storage permits of facilities that fail to remedy the deficiencies within this period will be revoked. By ensuring that facilities may only accept ELTs up to their own capacity and prohibiting the receipt of tires from unauthorized carriers, it is aimed to prevent informality and environmental pollution in the sector.

REGAS Commentary

This regulation is of great importance, especially for auto tire dealers, recycling facilities, and logistics companies. While small tire repair shops are relieved by being exempted from the bureaucracy of temporary storage permits, responsibilities have been substantially increased for large recovery facilities and manufacturers. From the consumers' perspective, establishing a more organized system that will prevent end-of-life tires from being discarded indiscriminately into the environment is a positive development.
