İşkur Staff Flexibility in the Media Sector

Through the amendment made to the Official Announcements and Advertising Regulation, newspapers and internet news sites may list participants benefiting from the İŞKUR İşbaşı Eğitim Programı within their minimum staffing requirements, subject to certain conditions and numerical limits.
Before
Article 19 of the Official Announcements and Advertising Regulation previously stipulated the qualifications and numbers of personnel that newspapers and internet news sites were required to employ in order to receive official announcements and advertisements. İşbaşı Eğitim Programı participants could not be included in this staff.
After
Newspapers and internet news sites may list persons benefiting from the İŞKUR İşbaşı Eğitim Programı in their minimum staffing requirements, provided that they meet the conditions specified in the Regulation on the Procedures and Principles Regarding the Conduct of Active Labor Force Services published in the Official Gazette dated 8/4/2022 and numbered 31803. This number is limited to one person for those with up to 10 staff members, two persons for those with 11-20 staff members, and three persons for those employing more than 20 persons. The qualifications and conditions specified in the first paragraph shall not be required of persons who complete the program and continue working without interruption. The Board shall be authorized to determine the conditions applicable to persons who will be included in the minimum staffing requirement under this program and the procedures and principles governing their employment.
Details of the Regulation
This regulatory amendment published by the Basın İlan Kurumu has added new paragraphs to Article 19 of the Official Announcements and Advertising Regulation published in the Official Gazette dated 1/2/2023 and numbered 32091. These paragraphs introduce flexibility into the minimum staffing conditions that media organizations must meet to receive official announcements and advertisements. From now on, participants benefiting from the İŞKUR İşbaşı Eğitim Programı may be included in the minimum staffing numbers, subject to certain criteria.
